I personally really enjoyed this animation.
My humor is a bit twisted but I can say that this wasn't as bad as it seems

Racist?I don't think so.
The white cop was stereotypically white(hates black people) and the black men were on welfare.
I don't want to turn this into some ethical rant on racism so let's just say it was fair on both sides.

The animation style was smooth and funny
The voices were fairly matched with the personality
I don't this I could make this any better than it already is
